China slashed export quotas by 72% in the second half of last year, and imposed a further 35% cut in the first half of 2011 from the year-ago level. As a result prices for some rare earths have jumped more than 1,000%.

that isn’t even a comparison. the fact china stopped sale of minerals doesn’t put it in equal footing with the terror the us does.
