I think the bend in tbe center is intentionally there to lower the center of gravity. There’s no cracking or disturbance in the paint and you can see the symmetrical cuts for the weld at the seam.
They use it to remove (or try to remove) the hyacinth from the dam. They have a conveyor belt thing with an electric motor that sits on there, and pulls the plants out of the dam into a container to be removed.
Just add a motor!
