Mind you, given their behaviour 3 does sound a little low. But what do I know, I’m not a citizen of the US either.

This is a non sequitur and a false dillema. And it’s also not helpful for communication.
I can say fuck ICE, and people know what I’m talking about (generally anyway).
If I say fuck Nazis it’s generic. Am I saying fuck members of the National Socialist German Workers’ Party? Am I saying saying fuck fascists? Am I saying fuck authoritarians? Am I saying fuck the geriatric Cheeto reality tv celebrity? Am I saying fuck all of the above?
Having ways terms can allow one to say who we specifically wish were fucked allows more accurate and concise fuck based communication.

Hate speech is not narrowly defined. It is barely defined. C-9 doesn’t even need hate speech.

Whether someone intended to provoke such pearl clutching is a matter of interpretation. And pearl clutters have a proven track record of getting interpretations in their favour - no matter how much evidence indicates otherwise.
