The alternative is a circle jerk of nations who have already achieved it or higher standards congratulating themselves. I know which one is more likely to bring about the needed change.

Arguably those countries are the ones most in need of sitting down and working out how to meet the goals set.
The alternative is a circle jerk of nations who have already achieved it or higher standards congratulating themselves.
