Russia is unable to independently produce the most complex electronic components, such as computing modules, navigation units, and control systems. Due to sanctions, Russia is forced to replace some Western parts with Chinese equivalents or redesign the units, according to the Ukrainian President’s Advisor and Representative on Sanctions Policy, Vladislav Vlasiuk.
“The best example is navigation modules and certain high-precision microcontrollers. In a number of cases, the Russians have been forced to switch to alternative components that have inferior performance or require significant system redesigns… Our task is to make this process as difficult and expensive as possible,” the commissioner stated.

According to him, the adoption of the 21st EU sanctions package is currently expected, and work has simultaneously begun on the 22nd package, which is intended to cover the energy and financial sectors—in particular, to create a mechanism to counter Russia’s procurement of petroleum products—as well as to serve as a response to the “elections” planned by the Kremlin in the occupied territories.

The bad news is that most “Western electronics” are Chinese electronics, since so much of it is manufactured there.
This may be true for consumer electronics, but not for all the components that are of importance in this context.
I doubt there is much of a gap at all. Minor gaps in select technologies where they are ahead followed by others where they are behind.

Is Russia still using and maintaining GLONASS, or are they mostly piggybacking off GPS/Galileo/BeiDou?
By 2018, China and Russia were able to agree on the same chipset, giving users “access to the total of GLONASS-BeiDou zone coverage, which spans across 40 functioning satellites” and “encompasses the Earth’s entire surface,” according to GLONASS President Alexander Gurko.
