Because the commas go between a full statement to indicate a tangent. For instance. Man is returned to main. He also happens to have been mistakenly deported. There are two statements there but one is split by the other. Another way to write it that doesn’t require commas. “A man who was mistakenly deported by ice is now returned to Main.”
