It’s still obvious, but they need to prove a connection with Trump himself. It’s possible (almost certainly not the case, because this is Trump we’re talking about, but they still have to prove it) that he didn’t order this and they were made without his knowledge.
They could just impeach him, but they don’t have control of Congress, and I doubt Republicans would go for that right now.
